Crisis Brief

Earth is no longer isolated.

For most of human history, Earth’s conflicts were local. Nations rose and fell, wars were fought, alliances formed, and threats were understood within the limits of Earth’s own political imagination.

That era is over.

The arrival of Viltrumites, the exposure of Earth to interstellar affairs, and the involvement of the Coalition of Planets have forced Earth into a political environment it did not choose and does not fully understand. Humanity now faces problems for which it has no settled law, no unified government, no common doctrine, and no guarantee of survival.

Earth’s defenders have managed to survive every crisis so far.

But survival is not the same as control.

The Global Defense Agency has worked to contain panic, maintain secrecy where possible, and prepare for threats far beyond ordinary military planning. The Coalition of Planets has warned that Earth cannot afford to treat Viltrumite matters as normal diplomacy. Earth’s own governments, heroes, and agencies remain divided over who should speak for the planet and how much outside help should be accepted.

Then the portal opened.

The Portal

Without warning, a large spatial rupture formed beyond Earth’s orbital perimeter.

It did not match known Coalition transit signatures. It did not resemble standard Viltrumite movement. It was not detected early enough for interception.

The portal remained open for several minutes.

From it emerged a formation of unknown vessels.

They did not attack.

They did not retreat.

They assumed position beyond Earth’s immediate defensive range and began broadcasting a formal diplomatic signal.

The first confirmed transmission identified the arriving power as:

The Republic of Viltrum.

The First Transmission

The Republic’s initial message was brief.

“To the recognized authorities of Earth: this is the Republic of Viltrum. We request formal diplomatic contact under neutral conditions. Our arrival is not an act of war. We seek clarification of Earth’s political status, and its current security arrangements. Until formal contact is established, our vessels will maintain position outside Earth’s immediate defensive perimeter. We invite dialogue, not misunderstanding.”

The message was repeated in multiple Earth languages and several interstellar communication formats.

The Panoply

GDA analysts and Coalition observers have begun referring to the arriving formation as the Panoply.

It appeared to be a complete diplomatic and military formation.

The Panoply includes vessels of multiple sizes and configurations. Some appear to be armed escorts. Others appear to serve command, communications, transport, or support functions. Not every vessel shares the same design style, raising questions about whether the Republic of Viltrum is a single-species power, a coalition of its own, or something else entirely.

Its vessels maintain spacing, signal control, and defensive posture. It has not moved aggressively toward Earth, but it has also made no move to leave.

The Republic of Viltrum

Very little is known about the Republic of Viltrum.

The name itself has created confusion.

To Earth, the word “Viltrum” carries immediate danger. Known Viltrumites have already demonstrated the ability to threaten entire civilizations. The appearance of any new Viltrumite-aligned power is therefore impossible to treat casually.

However, the Republic has not publicly identified itself as the known Viltrumite Empire.

Its representatives use unfamiliar symbols, titles, and diplomatic language. They claim to be a lawful interstellar government. They refer to procedure, recognition, negotiated contact, and neutral conditions.

Whether these differences are meaningful remains unknown.

Known Public Claims

The Republic has made only a limited number of public claims.

It claims:

1. It is not currently initiating war.

2. It seeks formal diplomatic contact.

3. It recognizes Earth as a political actor.

4. It wishes to clarify Earth’s security relationships.

5. It will hold position outside Earth’s immediate defensive perimeter while awaiting contact.

6. It wants dialogue before the crisis escalates.

Earth’s Situation

Earth is divided over how to respond.

Some argue that the Republic’s restraint creates an opportunity. If this new faction is not identical to the known Viltrumite Empire, diplomacy may reveal exploitable divisions within Viltrumite civilization.

Others argue that this is exactly how a sophisticated enemy would open: polite language, restrained posture, information requests, and no obvious casus belli until Earth has already exposed its weaknesses.

The GDA faces an immediate problem.

If it refuses contact, the Republic may claim Earth is unreasonable or hostile.

If it accepts contact, the Republic gains access, information, and legitimacy.

If it attacks first, Earth may start a war it is not prepared to win.

If it delays too long, other actors may move without coordination.

Coalition Position

The Coalition of Planets has reacted with alarm.

Coalition representatives have urged Earth to treat the Republic of Viltrum with extreme caution. Their position is simple: any power using the name Viltrum must be assumed dangerous until proven otherwise.

However, the Coalition does not internally agree either.

The Republic’s arrival was unexpected. Its symbols, formation, and language do not perfectly match known Viltrumite patterns. Coalition analysts disagree over what this reveals about the Republic.

Earth’s Viltrumite Problem

The Republic’s transmission specifically omits information about Viltrumite nationals in the system.

This has created an immediate political crisis.

Earth contains individuals connected to Viltrum in ways that are difficult to classify publicly. Some have fought for Earth. Some have harmed Earth. Some may be loyal to no one but themselves. Some may become targets of diplomacy, recruitment, detention, assassination, or propaganda.

The GDA must decide whether to reveal, hide, protect, or control these individuals.

The Strategic Problem

The Republic’s arrival forces every faction to answer the same question:

Is this diplomacy, reconnaissance, or the opening move of a conquest?

No one knows.

The Republic has not attacked, but it has arrived with force.

It has not threatened Earth, but it has asked questions no foreign power would ask casually.

It has not claimed authority, but it acts as if it expects to be treated as a legitimate state.

It has not explained its intentions.

Immediate Questions for Committee

Delegates must determine:

1. Should Earth agree to formal diplomatic contact?

2. Who has authority to speak for Earth?

3. Should the Coalition be included in talks?

4. Should the Republic be treated as distinct from the known Viltrumite Empire?

5. Should Earth reveal the location or status of Viltrumite-connected individuals?

6. Should the GDA prepare for military action while talks proceed?

7. Should Earth demand that the Panoply withdraw farther from orbit?

8. Should Coalition forces be allowed near Earth during negotiations?

9. Should Earth governments be allowed to communicate with the Republic separately?

10. What information must be obtained before any agreement is considered?

Public Knowledge Summary

At the start of committee, delegates know the following:
